Step 1 - Loffy's Protest

The chest didn't have any treasure in it. Go and confront Loffy.

Saint's Haven → Loffy


Step 2 - Search for the Treasure

Loffy gave you a new treasure map. Go look for the chest at the Pirate Hideout.

You cannot proceed with this quest while you are in a party.

Port Hermalte (Charter Ship) → Pirate Hideout


Step 3 - Salty Failure

The new treasure chest didn't have anything of value either. Return to Loffy and find out what his game is.

Saint's Haven → Loffy
